State Rep. Kyle Moore Files Bill to Fully Fund Local Government Distributive Fund (LGDF)

QUINCY, IL – State Representative Kyle Moore filed legislation to  fully fund the Local Government Distributive Fund (LGDF) which is the revenue the state has promised to share with local communities. 

“During his Budget Address, Governor Pritzker proposed reducing funding to the Local Government Distributive Fund, better known to local elected officials as LGDF,” Rep. Moore said. “LGDF funding helps communities offset costs so local leaders can keep property taxes and fees lower for residents. LGDF accounts for 25% of costs for the day-to-day operations of cities and villages. These funds support essential local services such as emergency response, public works, and public safety.”

HB 4294 is currently in the House Rules Committee awaiting assignment to a full standing Committee.

“We need to prioritize our taxpayers, and protect our property tax payers who are paying ever higher rates due to cuts from the state of Illinois to assist local governments,” Rep. Moore said. “Our citizens are paying the highest combined taxes in the nation, and working families and taxpayers need relief and need protected.”

State Representative Kyle Moore Introduces Bill to Support Family-Owned Businesses

QUINCY, IL – State Representative Kyle Moore has introduced House Bill 4161, the Small Family Business Exemption Act, to protect and support family-owned businesses across Illinois.

HB 4161 would allow minors to work outside of school hours at a business owned by their parent or legal guardian, provided the parent or guardian owns at least 51 percent of the business and the business employs no more than 50 employees.

“Family-owned businesses are the backbone of our communities,” said Rep. Moore. “Many of these businesses rely on family members to help keep operations running smoothly. The Small Family Business Exemption Act provides reasonable flexibility for families while still ensuring safeguards are in place for young workers.”

Moore noted that family businesses often provide young people with valuable opportunities to learn responsibility and gain hands-on experience.

“Allowing minors to help out in their family’s small business helps teach important life skills like work ethic, responsibility, and entrepreneurship,” Moore added. “This bill ensures families have the ability to work together while still prioritizing education and safety.”

The Small Family Business Exemption Act amends the Child Labor Law of 2024 to clarify that minors may work for a business owned by their parent or legal guardian under these specific conditions.

Rep. Moore Responds to Budget Address

SPRINGFIELD, IL – State Representative Kyle Moore (R-Quincy) raises concerns over the Governor’s record budget proposal.

“This is the largest budget proposal in Illinois history, with proposed spending continuing to grow at an unsustainable rate,” said Rep. Moore. “Hard-working families in our state cannot afford more taxes, higher fees, and continued fiscal mismanagement.”

Governor Pritzker’s proposed budget would increase total spending by nearly $1 billion over the last fiscal year and includes approximately $728 million in new taxes and fees. Annual state spending has risen by $16 billion during Gov. Pritzker’s time in office, marking a whopping 40% increase.

“This proposed budget once again would have state government spending beyond its means,” Moore said. “Instead of prioritizing responsible budgeting, Gov. Pritzker’s proposed budget relies on more one-time revenue gimmicks and new taxes that put additional pressure on working families, seniors on fixed incomes, and small businesses.”

The proposal also diverts funding from the state’s road fund and local communities, putting critical infrastructure projects at risk.

“This budget undermines our roads and cities,” Moore added. “Investments in safe streets and bridges are essential, yet this plan shifts those dollars elsewhere, leaving communities to fill the gaps.”

Rep. Moore said he will continue working to advance a balanced, responsible budget that supports local communities and helps put Illinois on a sustainable fiscal path.

The Rushville Community & Fitness Center plays an important role in promoting health, wellness, and community connection by offering a variety of programs and activities for residents of all ages.
